Human beings have lived on earth for about 800 lifetimes, most of which have been spent in caves. It should come as no surprise, therefore, that barbarism often molds the terrorist imagination and that limits to terrorist destructiveness are imposed largely by technology. If, in the next several years, terrorist groups should gain access to nuclear explosives, nuclear reactors, or both, the consequences could prove overwhelming.
