Virtually unnoticed by the popular press, President Clinton signed the National Cooperative Production Amendments of 1993 (NCPA) on June 10, 1993. In a purely formal sense, the Amendments merely modified the National Cooperative Research Act of 1984 (NCRA). In substance, NCPA did far more.
