During the Senate Finance Committee hearings on commodity tax straddles on June 12, 1981, Senator Matsunaga (D-Hawaii) said that he did not quite understand the problem with tax straddles. Senator Long (D-Louisiana) immediately responded: "I will tell you what the problem is all about; it's about people making a lot of money but paying no taxes."
